The total investment in the Carl Sagan Observatory is of the order of $200,000 dollars in its fundamental stage. In comparison with other small observatories projects in the United States are of the order of the six million dollars. The addition of very specialized instrumentation for images and networking that in OCS will be used for educative purposes implies an additional investment of $400,000 dollars that even maintain the project in a low cost far below to the conventional ones. These low costs is possible through the search of instruments and high tech equipment but economic without affecting the results we are looking for. The facilities will be totally austere and with the essential requirements to work. The fact that we are going to remote control the observatory, is an essential element so that the work and its later maintenance and operation will be very economic. The University of Sonora is making an important effort to support the observatory. With own resources, it was manufacture the vacuum solar telescope with optics and filters. Similarly, it has started the construction of the prototype building for the observatory in the Hermosillo campus. It is easy to see, through these pages that detailed the project, its impact is not restricted to the scientific area, but includes the educative, technological field, communications and knowledge of science. Briefly, the presence of this new observatory not only places us in the international Astronomy's map where we have already participated, but that allows us to seat bases and to be an example for other regions of the planet, like the creation of a center of scientific formation of the generations of the new century, covering not only the university level, but affecting from the elementary level, through as powerful resources as the Internet. As a paradox, the indicated amount is not easy to obtain although it is ridiculous in comparison with the magnitude of the work.
